Corporate Resources

The purpose of this Directorate is to provide efficient and cost effective support services to the other directorates. They will manage Central Bedfordshire’s finances; restrain Council Tax and deliver value for money.

The Directorate comprises of the following services:
· Financial Services (including Procurement)
· Human Resources and Organisational Development
· Information and Communication Technology
· Legal and Democratic services
· Property and Asset Management
· Internal Audit, Risk and Health & Safety

Corporate Resources Director

Clive Heaphy is the Director of Corporate Resources, his previous role was as the Finance Director for the Foreign and Commonwealth office.

He has also previously held Finance Director posts with Sport England, English Churches Housing Group and was the Director of Resources with South Oxfordshire Housing Association. A graduate of Portsmouth University and a CIPFA member since 1987, Clive was also an examiner for the Institute. His early career included accountancy roles with a number of local authorities including Milton Keynes Council. He will bring his in-depth management experience of public sector finance and resources to Central Bedfordshire.
